What do you mean, that's literally just how it is currently. Renting a house is more like renting land that also comes with a house. Selling a building kit is easy, but a prospective buyer needs land to build said house on. There are enough houses available, at least for now, that I think it is unlikely that a business model of renting land and then selling housing kits to force renters to build up their rented property, much less am I confident on the legality of that, if that is what you mean.

See, I read it as "You own the home, so we're not responsible for any maintenance on it! But we own the land, so we're gonna charge you a monthly fee to remain there. If you don't like it, you can have a moving company relocate the home!" The last part being insanely expensive and potentially impossible. Also, I could see them charging you for destroying their land, or "repossessing the home" for non-payment.

It may not look it in the pic but it really is in fine shape- structurally all the inside wood looks great. Once they cleaned off the leaves and painted it it looks great. Helps that it is on a good foundation and mild climate.

The other part where they get you is that insurance companies may not cover modular/pre fab homes. 6 months after I bought my house got letter from Progressive stating that they don't cover them and would be dropping me. Then why the fuck did you cover in the 1st place?

When it's a cheap prefab house and you don't need to care about building codes, the actual house part becomes quite cheap. It would be the land that's the big cost factor.

How does plumbing and electricity work in those cheap prefab homes? Plugging them into the grid (or setting up your own water and septic tanks, and solar/generator) probably costs more than the house itself.

Honestly I wouldn't know. I'd assume they'd come with basic water piping both in and out already built in, or just holes in the walls for an appropriate place. As for what the customer does about those, well, that's not the problem of the company delivering the house "as is", is it?
