I remember my dad did this for a school bus once. A horses hoof has it on tires when it comes to snow. Also they just get the assignment compared to oxen or whatever and just know its pull time and bare down.

For short burst, yes. Even people can do about 5HP for a few seconds but it's more like .1hp for a long period of time.
