It's likely that the photo was taken right when the tattoo was completed, so what you're probably seeing is ink residue.

I feel like it would still show to an extent. My tattoo covers a burn scar, a mole, and a smaller scar, but you can still see the marks.

Sort of. Moles are made up of a large group of cells called melanocytes. You have scattered melanocytes normally in your skin, 1/?
