Coastal waters? If so, I'm guessing there are seals nearby. Sea Otters & seals compete for habitat & are pretty mean to each other about it.

Think it is actually a group of seals. You can see their heads stick out every once in a while. Might harass Otters for fun though.

Adult sea otters a around 4ft long and would weight down the front end of the kayak. However, river otters are around this size.
