This was another foster kid, not ICE. Plenty wrong with ICE but this isn't completely on them, more on the foster system and its shortcomings.

Like I said, not down to the last detail. However, it happened under ICE/DHS's purview; the child was separated from her mother at the border. Since CPS does not maintain a presence at the US/Mexico boarder, we assume it was Trump's ICE/DHS that fumbled the separation.
The kid, although with a foster family, was placed in it by federal custody and NOT turned over to her father, a legal US resident. In fact, the father was blocked for 5 months, another typical ICE/DHS tactic under Trump.

Oh yes, there's a lot of stuff to get pissed about at ICE in this story. Framing matters however, and yours borters on misinformation. Bluntly, the kid would most likely have raped someone else if given a chance, which would be just as awfull but without the convenient outrage clicks.
