That $1.7 billion the US sent had already been won in court during the Bush administration so was on it's way to Iran before Obama came to office. Obama simply used that money to get that nuclear deal and to also get the release of some American's held in Iran.
In other words, Obama gave Iran NOTHING in return for a pretty good nuclear deal.
