We've yet to hit too many civilian dense targets, but ISIS uses civs like shields. We're being less cautious, resulting in more civ deaths

I'm not saying its all our fault, but moving slowly can help mitigate damages, like those in Mosul. Isis uses civ deaths as propoganda.
