Turtles are way more aquatic so they're streamlined + have flippers/webbed feet. Tortoises have stumpy feet + will float but aren't swimmers

Lego stopped making those specific pieces in the mid 90s. Pulley Wheels are still made but not in red. The tires were retired in 2012.

Production started in the 70s actually. Those tires were introduced in 1976. Production of most metallic parts stopped in the late 80s.
