Pads can be pretty tricky for kids, fit's essential or they don't really work. Gloves I'd agree with but there can be good reasons for that too.

Kids are bouncier, they don't have the mass behind their falls to do the really serious damage, all things being equal. And aside from the hands, there's little or no exposed skin to get abraded.

Pads slipping on a street ride is an annoyance. Offroad it's a massive distraction and almost certain to cause accidents.
