Sounds like you either worked in a corporate store or had an uptight GM. None of the 4 Papa John's' I worked at ever cared, but it was not something that happened regularly except at 1 store by one dude. They have dough presses now, though, at least where I am. Glad i got out before that garbage. Hand prepping is what made the time go by.
In addition, there's nothing anywhere else on the floor so I'd actually guess that's probably the pile from after sweeping the floor. In other words, they clean regularly.

If you inspect it very closely you can see that it is on the ground which is not where the pizza is. Sometimes gravity causes things to fall
