Because it wasn't a mini-sub, just a large aluminum pipe (part of the fuel or O2 delivery in on of his rickets that happened to be large enough for a small child to get inside) with flanges welded on the ends, some ballast and air fittings. This COULD be put together really quickly and in SOME situation it might work.
However, no sane person even remotely familiar with caves would try it through winding, uneven passages with flowing water. It would be larger, longer, rigid, and heavy as fuck.

Idk. He has some form of intelligence I would think. You can be a terrible person and intelligent. I think empathy has a lot to do with it. Lots of successful people got that way because they had no qualms about doing whatever was necessary to become rich, and that success usually comes at others expense.
