OP probably installed an app out of the play store that was malware. Don't blame the OS.

Enable devloper options and disable app can't remove it without rooting like everyone says

What kind of phone? You have to hit a setting multiple times to become a developer. Feel free to message me. I manage a cell phone store

You're gonna need root access to remove it from the ROM portion of your device.
