Lekku are the downward hanging tails. The upward ones (with OP has very small) are montrals.

cast in silicone? or sculpted? I ask because it looks like there are clear lines from sculpting running down them :P

Create a pattern for eva foam. Cut the foam and make a mold out of it. Cast it with silicone. Glue all the silicone pieces together.
