Then all the people with oil stocks would get richer. They went with: shorten supply, drive profits higher, force increased production, profit from higher prices.

Biden was doing oil trading, buying when it was low and selling when it was high, it was a method he used to try to smooth out global oil price spikes and make money for the US, basically oil trading. The US has more than enough natural oil reserves for all their needs, the problem is that it is in forms difficult to extract and refine. A jump in oil prices suddenly means that a huge portion of previously unprofitable reserves become profitable to extract.

I believe the strategic reserve refers to oil that has already been extracted and is held in storage, ready for processing.

If we want to go down the conspiracy route here it's that the governemnt will be "forced" to buy an incredible amount of oil at the current inflated price from some of Trumps strongest supporters using taxpayer money.
