Yup. The only thing the 2nd amendment gives is a restriction on what the government can do regarding that right. You may well think it's dumb and/or a bad idea, but regardless of qualifiers "...the right of the people to keep and bear arms shall not be infringed" really isn't ambiguous. It notes the existence of the right as well as its bounds, but the right itself is something you're born with, yes. Per the document, anyway.

Mostly a shift in political strategy. Politicians today don't actually want to get anything done, because if they resolve an issue then it's no longer a campaign platform. I don't know why, but you get more votes by making empty promises than you do by actually fixing things.
