Many troops don't participate in OA. My troop being one of them. We only recently (last 5-10 years) started.

Must be a regional thing. In our council (Ouachita Valley in LA) OA was a big deal. I actually received Vigil Honor before I did Eagle.

Our area has another program called Mic-o-Say. Kinda similar. The OA in our area is pretty crappy which is why we never joined.
