A few years ago, a president(or other high level statesman) died within a couple weeks of July 4th, and the current president ordered the flags up for the day, then resume the mourning display.
I think that the flag should be at full staff for the day, or at least the ceremony. Not for Donald, but for the Changing of the Office. Then after the event, flags return to Mourning.
