Doing a house like that for free on a slow business day is a solid self-promotion move. Making this video is a great demonstration of what the landscaper can do and speeding it up like this gives the impression of quick and efficient work. Then posting this on their website and social media makes for virtually free advertising, other than the cost of the work that day. Plus if they really do this for free do struggling people, that’s a community service for the whole neighborhood. Kudos to them.

The officers can and do that all the time. It can’t be stopped at the dispatch level though. I kid you not, the caller will say something about a cat being stuck in a tree and when help arrives they find out the cat is in the tree bc was spooked by the noise of a 6 car pileup… no exaggeration. Officers on scene can dole out that scolding and threat of charging for misuse.

There is regulation on the dispatch and that is if the dispatch can´t solve it must go for a send the cop. the last thing you want is someone calling the cops and then get hung up on. Now there is cover for misuse aka if one house hold gets 100 of calls about something going on (like here) then anonymous call can be ignored. But this is peaple using the cop to harass someone for month kind of deal.
(that said the cop can on the first call doll out a fine for wrongful call).

As a prosecutor, I have a charge of misuse of the 911 system come through every 3 months or so. Sadly, they're between 90-120 calls in a week, so the vid above is a blip and barely prosecutable.

I’ve seen a person call 2-3 times a day for years on end. They were untouchable bc they believed they were in danger and it was a mental heath rooted problem. A single call wouldn’t , as the other user said, even be a blip in the grand scheme of the 911 system.

If I remember the video correctly, he had to jump through many hoops that the average person wouldn't/couldn't. And the problem that he wrapped up with is that it didn't matter, the illegal channels are hydras. Take one down, two more pop up. And then he started to recommend the video service that he owns/manages/is part of. I tell you, once one of those alternative services grow to have enough content I will absolutely cut youtube out of everything.
