Home brewer here: you can buy used barrel staves slice them down hit them with a torch and that works very well for smaller sub 5gal batches. They also sell toasted oak spirals to put in glass bottles that are cost effective. least cost effective is getting a small barrel and they leak I have 3 of the 2.5gal ones and they are half covered in wax to stop leaks.

I can get used barrels for about 50 quid here. There's a salvage yard and hour away from me that has stacks of old whisky barrels. Some might have been wine or port. They're like full on distillery barrels though, probably hold 50 litres or more.
yeah theres a winery by me that i can get them relatively cheap. its really just proximity and luck, once it gets into resell market or travel, prices go nuts
