Are you sure they want to interact? Maybe they're just like work friends. It could just be awkward.
Beyond that, put the cage in front of the aquarium. Set up a rope with a bell tied to a lever with fish food. Bird pulls the bell, fish come for food. Food makes all social interactions less awkward.
