Kill her, assistant takes over then you get a letter from the courier saying adoptions are available. Takes a few days normally.

Aside from the handful of adoptable ones in the game and the quest followers (BARBAS RULES), there are also mods for adoptable dogs.

The Hearthfire DLC adds three plots of land that you can get after becoming Thane in that hold. You can build a five-part house on each plot

If you happen to have it on PC, you can also download tons of different mods that allow you to build all sorts of houses. Pretty great.

Technically you don't need to be Thane to purchase Breezehome, you just need to get the Dragonstone from Bleak Falls Barrow.
