Correct, but amperage is a function of voltage and resistance. Bare metal has very low resistance, so low voltage will still cook it.

Nope. Voltage makes it easier to jump insulation like air, rubber, or skin. But even 50mA to the heart can kill you regardless of voltage.

You can get 10 Amps through the pencil lead (low resistance) and just a few µA through the body. Depends on the voltage.

The maximum voltage of the power supply was 30V DC. Max current though a 1Mohm body: 30µA. Hardly deadly.

Not true. ~35mA through your chest would be fatal but here the voltage is too low. It gets very hot though once the conductor is in.

set a max current and max voltage limit. if he has the max voltage limit set to a safe value then it won't hurt him. he knows whats up.
