It's 100% a compliment. He's saying that half of them he wishes he knew better than he does, and then also some of them deserve to be liked and he wishes he had more time to have given them that liking that they deserve. You could argue that this means there are others whom he doesn't know and doesn't care to, and others who he does know and doesn't like. But given Bilbo's character, I feel a more accurate interpretation is that the unmentioned group are those that he does know, and does like.

If we take it in context, he has just had a wonderful night with all his friends and family, celebrating his birthday. He is planning on leaving forever and he is trying to wish everyone goodbye. He kind of embellishes what he is saying but the sentiment is that he is happy to know all these people and knows these are some that he wishes he knew better.

Native Speaker here. The German word for no is Nein. This Nein is pronounced like the English word for the number Nine. The number nine on the other hand is called Neun in German.
