Nobody did, Israel developed them themselves and were leading in many areas even as early as the early '50s. There was also extensive cooperation with France in this and other areas. America was not involved, on the contrary: They enforced an arms embargo against Israel. After the Holocaust, there were many highly qualified Jews interested in there not being a repeat; having a nuclear deterrent is a strong way of protecting a small country that was existentially threatened by large Arab states.

If Israel doesn't care, why are they still roof-knocking and using other methods to warn civilians to get out of the way of their bombs? Why are they using expensive guided bombs so often? They've dropped 200k t of bombs on Gaza vs. a death toll (including ground fighting, both civilians and fighters) of 72k. That's almost ten tons of bombs per person killed. As horrible as 72k dead are, they clearly aren't going for mass casualties. In Dresden during WW2, just 3900 t of bombs killed 25k people.
