IIARC I remember in biotechnology college they said alcohol solution 65-95% kills everything almost instantly (100% does not work well as the water is needed for alcohol to enter the cells, or something), soap kills too but you'd have to give an exposure time of ~20 minutes to kill all of them.

Soap binds with fats. cell walls are a phospholipid bilayer - made of fats, which soap tears apart thus killing germs too. Alcohol also disrupts cells but in a different way.

Which is why you have to be careful making homemade soap. The more concentrated ingredients, especially if it's lye soap, will dissolve the fat *currently attached to your body* if you get too much on you. It can also be an issue for certain professions that have to wash their hands a lot, like people in medical or food prep jobs.
