Yeah that's pretty much an inbuilt on/off switch on some animals like cats and dogs.

It's important to note that the scruff reflex only works properly on kittens, if you do this with an adult it just stresses them out.

I have used scruff effectively on adult cats to administer medications and other such things, just for shorter amounts of time

Found it easier 2 get a seat, towel, face washer & shower with them on your lap. They seem 2 relax more with you going thru the same as them

Strays can take several washes before infestations are mostly cleaned off them for example. Ensure the water temperature is tepid.
