I was doing a job in Dubai some years back and bought a lightweight cotton djellaba to protect me from the sun when I was on the beach. I was so impressed with the comfort factor that I bought a few to bring home. On hot days at home, it feels cooler and more comfortable to wear a djellaba than to wear nothing at all.
In direct sunlight, that’s very plausible because the garment keeps the sun’s rays from directly striking your skin and heating it that way. But if the sun isn’t hitting you anyway, it probably doesn’t really help and maybe hurts very slightly.

Outside, the djelleba does indeed work as shade, but out of the sun, it cools by drawing sweat away from the skin, a process called wicking, and evaporates thereby having a cooling effect. Indeed, it was this very effect that caused merino wool to be used in sportswear in the nineteenth and early twentieth centuries.
You cam get something like this for jeep wranglers. Hose connecting to your jacket for chilly off road trips with doors and roof off. Granted there is the massive downside of having to own a jeep. (As a jeep owner I can confirm Chrysler is the worst)
