Several temples in Bhutan are built on spires - they have stairs, but also a pulley-based 'elevator.' The stairs are terrifying, the elevators are worse. Going down is worse (constant fear of pitching forward and just 'air time' until you land).
On something this steep I always go down facing the rock. A bit awkward looking through your legs to see where you put your feet, but you can go down quicker because it's easier to keep balance. Heaps safer than face first, I reckon.... The steps on temples are generally easier than this sort of thing because they are wider, so you can descend on an zig zag angle.
