Similar to ramen, tsukemen dipping sauces can be broadly categorized into 'soy sauce flavor', 'salt flavor', and 'miso flavor'.
The photo shows a 'soy sauce flavor' dipping sauce.

It's not made with concentrated soy sauce as a seasoning, but rather a dipping sauce diluted with a soup that takes a tremendous amount of time and effort to prepare from early in the morning.
After the meal, we Japanese request the soup, pour it into the dipping sauce, and drink it all to savor the flavors of the ingredients used in the soup.

What kind of soy sauce? I can see using a sweet soy sauce or maybe a little dark but it just seems like it would be too salty

Thank you for your comment.
Since there is a character limit in the reply section,
and considering your apparent expertise in ramen, tsukemen, soba, and udon, I will write my reply at the very bottom of the main text.
