There’s no way that’s aluminum welding wire. The sheen is wrong, and also that wire is so unworkable, it doesn’t bend into smooth shapes, and breaks wherever it kinks.

You can purchase rings in huge bags. My college roommate used to do it. I have never made chain mail, but I do know you need a crap load of rings, so if you don’t have a way to make them quickly and reliably, you’re going to end up giving up after one panel.

In high school, I had a large spool of wire, a dowel rod, and some shears, and I would spend the bus trip winding a coil around the dowel rod, and then clipping 40-50 rings off at a time. Then I'd spend time in class 'knitting' some 4 in 1.
Even at that pace, I gave up after about a 6x12 rectangle.
Also, no way in hell you could do that today in school. They'd throw a fit over those shears, and probably the several sets of pliers I had.
