DS9 is more soap opera than the rest of the star trek stuff. and yeah, it's really slow in the first few seasons. it was originally a contrast/competitor to Babylon 5, which is all about politics and scheming so it's slow compared to other trek "monster of the week" style shows.
I grew up with TOS and TNG first, but DS9 ended up my favorite. A lot less self contained episodes than all the other series until after Voyager. That might be why so many fans have a hard time. They might miss a few episodes and end up a little confused later because the status quo isn't always reset like it was on the others.
Sticking with the show is what makes it rewarding and it's amazing that the side characters and supporting cast end up some of the fan favorites.

Honestly, I think it was because all the other Star Treks were about exploration...not just a soap opera on a stationery space station
