Don't think so. The EU explained that the Jedi were originally not to have children for fear of consolidating the power within families. That was quite a bit before episode 1. and it's been relegated to EU so who knows if it matters anymore. The show and movies sort of gloss over the historical reasons and just say "follow the rules."
