I use to counsel at camp and we shared the grounds with band camp from a nearby state. They would practice all week and then put on a show for our kids at the end of the week. Our kids went nuts every year. They loved it.
To be fair, a lot of US school systems tried to improve the health quality of public school lunches. The problem was that US kids wouldn't eat it. Because why eat a celery stick when the snack machine is in the same room.
My impression is that Japanese teenagers are allowed to be exuberant - but as soon as you graduate you are expected to be a good worker drone if you're a man, or housewife if you're a woman.
Plus its a "classic performance" where your audience is relatively far away. Exuberant movement and expressions are normal there, because you want to communicate to people who can be like 20-30m away.
