Always has been. I lived in Utah from 1969 to 2010, and the legislature has always been a bought-and-paid-for subsidiary of ultra-right-wing organs (the John Birch Society, MAGA, or the Heritage Foundation, depending on whoever was trending at the time.

It strikes me that's ex-post-facto. They could do that going forward, but if they try to apply it retroactively, it should be easy to shoot down.
