I always keep cigar boxes around for random tools I might need to stash.

I'm sure I could have fit more in there but I was in a hurry and it fit what I had at the time.

Each row is just a piece of scrap laminated plywood I had around, cut to length of the box. I put a drop of wood glue on each bit before inserting them the first time to make the holes snug. The bits don't fall out even though they seem like they would.

Each row is attached to the inserts with some leftover hex screws. The inserts were in the box were there already, although I'm sure if you've got a cigar box without them it wouldn't be a challenge to make your own.
