Blucher was a heavy cruiser, not a battleship and even though they displaced almost twice as much as its British counterparts it really didn't bring much more to the table in protection, speed, or armament.

I would go with 50% more. But yes, but also... the definitions vary between countries and the time build, even today, even in the NATO (germany calls their ships frigates while they would be a destroyer according to USA). Also the ships where highly neglected in favor for submarines. I could imagine they were badly designed, the steel wasnt as good, and so on.
