This one is most likely in China or South East Asia. Iran and Russia are also known to operate these at scale and using them to influence politics worldwide. When Iran shut down their Internet in response to mass protests, a number of accounts advocating for Scottish independence suddenly fell silent. As weird as this may sound, conducting air strikes on bot farms and/or their infrastructure actually does something about it (at least temporarily). Not that I'm advocating for air strikes. The most effective countermeasure is education, training kids and adults to recognize misinformation and propaganda. This needs to be combined with far more aggressive countermeasures, like for example how Dutch intelligence agencies hacked a Russian troll farm, exposing it and putting it out of operation.

Q: Seems to me that even a consumer-grade PC would be able to host hundreds of VMs emulating phones. (I've use BlueStacks myself as an Android 'emulator' before)

So what's the advantage to using actual phones vs software/virtual ones?
This seems like more work, to build mounts, custom networking & power for each device, and management software etc.

First thought is that legitimate hardware makes them harder to detect, which is a big deal. Second thought us that this might be hardware that they're securing extremely cheaply - damaged or aged devices, or maybe ones that didn't have working screens at all.

Most of the bots I saw were ad spammers. They have tons of comments, they just work as sockpuppets with the posts that list some gadget/toy and chime in: "Where do I get this?" and some other sockpuppet gives a link. And they all mute you when called out.

Most of them have no comments. If you see an account with 2 million up votes, zero comments, you're looking at a bot. You can prove it to yourself by calling it a bot in a comment. You will soon be blocked from that account, and all of the other accounts in that bot Network, unable to continue calling any of them bots.

Yeah, but you really don't even need a beam shaper when your goal is to take out a room full of phones, unless you wanted to go one by one. You could functionally make an EMP grenade just by attaching a battery or capacitor with a 5 second timer.
