It's almost like some form of selection that allowed dinosaurs (and by extension birds) to not only be good at perching in high places but also really good at diving down to grab on to smaller animals, be able to piece flesh with sharp claws, and then be able to easily keep hold of such prey. One might even call it natural.
I'm pretty sure that's a blue tit, and according to my wife, who does bird banding, they are one of the most aggressive when being handled. they hack at your fingers with their beak.
