What neck? The ring is supported between the two pincers. The max speed is for emergencies, and there'd be multiple stops just like a real cruise ship. In my AU, there are warp 'highways' where travel time is greatly reduced. The fins are supposed to be for sensors and because I said so. The viewports are no different than what you find on any other Star Trek ship.
