The world cup is bringing in a lot of tourists. Which means hotels, restaurants and stores are going to need a lot of staff. It's exactly the kind of work that is being done by the underprivileged of society - meaning lots of brown people for ICE to use to boost their arrest numbers - irrespective of citizenship/immigration status.
