At this point I think it's far more likely they're trying to hide the efforts involved with #3, they just don't care about the files beyond how annoyingly persistent people are being about them. It's not like the files represent any kind of threat to their power.

Exactly this. Right now, there is no one both able and willing to actually punish the proper people involved with the Epstein stuff. The US does not have a Department of Justice right now, because the people running it ARE the criminals. The Epstein stuff is annoying to them, but not an actual threat. The ability for people to vote the criminals out, IS a threat. And they're working to prevent it.
