Dwight Eisenhower warned the country about the military-industrial complex in his 1961 farewell address. He probably never imagined the defense secretary would try to profit from it weeks before a war. The Financial Times reported that Pete Hegseth's broker tried to invest millions of dollars in the defense fund holding Lockheed Martin and Northrop Grumman, among others. The investment didn't go through only because the fund wasn't available for purchase yet. Days later, Hegseth gave the order to attack Iran.
The Army launched a review today after Apache helicopters from the 101st Airborne performed a flyby of Kid Rock's Nashville estate. Kid Rock posted two videos of himself poolside, saluting them. In Florida, Governor DeSantis signed a bill renaming Palm Beach International Airport after Trump, with a proposed new airport code of DJT. Trump's private company had already trademarked the name weeks earlier, giving the president's family business the right to collect licensing fees on everything from shuttle buses to flight suits, for an airport the state of Florida renamed as a gift.

During his first term (IIRC after the Soleimani assassination) he threatend to destroy a list of cultural and religious monuments in Iran if they dared to strike back. You know, the kind of things terrorists do.

War crimes is kinda a redundant concept when you think about it. All laws are only laws because the government has a monopoly on violence. But the existence of a war entails that that monopoly has been lost. And if one side wins the war decisively enough that war crimes can feasibly be punished, that means they've reestablished monopoly of violence enough that they can just punish the losers however they like anyway. So even having those laws is kinda meaningless?

The idea is supposed to be that the rest of the world will still be there afterwards, and will at least attempt to make things difficult for a country that commits war crimes. Therefore, countries should at least attempt to avoid committing too many war crimes as it will reflect their relationship and standing with the rest of the world. But yeah, it turns out that if most of the rest of the world is already licking your boots it hardly matters what you do. Bomb kids, rape kids, who cares?

The way this is being talked about, as a deliberate attempt to force a surrender via inflicting suffering? Yes. But AFAIK they're valid targets if the goal is destruction of industrial capabilities. Thats why the pushback against russia doing it to ukraine has been so muted.

Also when it comes to the Russian Ukraine war, Russia are the bad guys and they know it, world knows it. It's just like the US attacking Iran. Nobody can pretend like they weren't the instigators without a plan, so it's very very easy for the world to turn a blind eye. For now anyway. When all is said and done people will want justice and the career politicians will jump on it for the vote

The threshold is that the infrastructure has to support military exclusively or military and civilian.
It's kinda a low bar when you think about it because any area with military will be using power, food and water.

Its not AFAIK ever expected for anyone to just present evidence to anybody, more a very loose i'll defined set of guidelines. I'm not even sure they have to consider civilian impacts normally.
A nation fighting a war for survival is almost allways going to ration supplies for the civilian population before it cuts off industry. You can't really cutoff industry in the real world without also cutting off a big chunk of the civil population.
