Proper Police Officers are taught traffic management, a seriously responsible skill on how to stop and interview motorists safely. For all parties, not just the copper. In fact they are experts at it. However these ICE Agents are thugs employed without any traffic management or custody management skills. This because they are not police, only enquiry agents that should not be armed. This puts them in the skill level of a rookie Mall Cop, or maybe a static guard at a jewellery store.

Being triggered by a vehicle you intentionally stepped in front of and getting revenge for what happened to you a year ago is not a murder defense. But with this DOJ he'll get a medal and make her family pay emotional damages to him. There's a reason they won't let the state investigate, they know he didn't follow any semblance of law enforcement protocol, despite being described as "experienced". Adding "experienced" makes this worse, he knew what not to do and did it anyway, he wanted blood.
