Yep. Targeting of civilians is what created all these groups they claim to be fighting. There was no Hamas when the Nakba started in 1948. There was no Hamas in 1967. There was no Hizbullah before they occupied Lebanon in the 80s. Iran's current government did not exist until the west kept interfering in Iran's internal matters so much they multiple factions joined together in revolt against the US/Israeli backed Shah.
