Yeah, the starter handle on those early cars was connected directly to the camshaft, so once it actually got going it started spinning rapidly. Later on they figured out how prevent that, then we eventually get the electric starter.

By the way, a hose can sustain around 7 horse power, and achieve up to 15 horsepower.

From the literal start, "1 horse power" was a lie to try and sell machines for the benefit of capitol.

The metric was largely made up, but as i understand the idea it was that 1 horse power was what a horse could sustain more or less continuously for a whole work day.
Even so i do believe there was very little data behind it.

James Watt allegedly made the term famous in marketing steam engines. The Germans then refined it to Metric Horsepower or Pferdestärke, and because nobody can tell the French what to do, they invented their own measurement called the Poncelet.
Then the civilized world started using the Kilowatt while some people were deadset on sticking to horsepower because why the hell would anyone measure power by how many Kilo's Watt could lift?
