It’s a nervous system response, related to mating. Male cats have it too because they have the same nervous system. However, if your cat responds like this (or similar) to being touched in other places (sides, for example) you may wish to consider having your vet examine them during their next checkup, to ensure the cat doesn’t have skin/allergy problems. Just covering the basics here. Carry on.

In most cases it is a reaction to fleas and not entirely entertaining for the kitties. Its akin to having seizures and totally uncontrollable. I've seen kitties immediately roll over and starting biting into their skin and urinating.

Yes, and honestly, that’s going to be more likely (though both are relatively easily remedied, thankfully). I deal so often with multi-pet situations (including my own home), I immediately tend to default to that kind of thinking, where only one pet stands out for displaying such behavior. (Also, lack of ear twitching, which often accompanies parasite problems.)
