Anyone know what model and year this is?

Note the suicide rear doors here.

From the license plate sequence, 5PVH896, this car is several years old, maybe roughly 2010-2015 (a wild guess!). Maybe 2005-2010?

If you can help me with its year and model, I’d be very grateful!

What does a used Rolls-Royce Phantom VII cost? From some sources (classic.com) they go for about $150,000 on average; with a low of $65,000 and a high of nearly $600,000.

I'm frankly not sure. License plates are kind of public information. They're right out there in the open on the car, and you can look them up on government web sites. Whether the records available to the public include details about the owner is up to each state.

Even the states that keep it “private“ just do that because they sell the information to data mining companies. Private in this case only means you can’t see it for free.

Yeah, I'm not sure what one can get by paying for a records request from each state, including California. Might include all the details. I suppose, in the end, blocking the plate from the image would have been a harmless and easy courtesy that the OP should have done.
