He doesn't want party officers using party resources to fight incumbents. In the article Martin mentions that Hogg is free to work with primary hopefuls to oust incumbents, just not as an officer and Committee member.
National Chairs and members in the past have tilted the scales against progressives. But now it's a bad thing that the current DNC chair wants neutrality from the Committee?
This makes it easier for us, the voters, to affect change within the party through the primary process.

Martin wants to use party resources to help red state Democrats, and races all across the country instead of focusing on a handful of districts. And wants the DNC to be a neutral arbiter. This DNC is actually taking seriously the dogshit reputation of democratic primaries and wants the National Committee to adopt the neutrality requirements at the state level committees.

The DNC isn't going to fix the dogshit reputation it has by being "neutral" between corpo centrists/ right wingers and actual progressives. If people want corpo centrists/ right wingers, they vote for the GOP. They can either start pivoting back to the Left, where their voters are, or they can fuck off into oblivion. That is why neutrality is needed at the very top. Because it's the lack of neutrality at the national level that has fucked over progressive primary candidates for decades. This makes it much easier for AOC and Sanders type candidates to win their primaries. Now progressives have to show up.
