When you're mixing, START with a limiter or compressor on the master bus. 6db+ of makeup gain on a limiter, etc... You'll make adjustments as you mixing that will already make your mix overall louder.

A trick I use is to do a final mastering pass with the crappiest speakers or headphones I have available.
