Says the country that very openly has sleeper cells. Mossad admits they were trying to incite violence in Iran before the attack. Hollywood has tons of movies and shows about sleeper cells, including one literally called "Tehran". And yes the Soviets were known to use some spies as well but the US has released no credible evidence of actual sleeper cells after that.
